You can find information on treasury bills in Datastream in 3 data categories:  Interest Rates, Bond Indices or Bonds.
Once you have defined the category, you can do an Advanced Search with a Market search criteria [such as Market = Singapore].  Regarding data types, for interest rate, you may choose IR in Interest Rates.  For redemption yield, you may choose RY in any of the 3 categories.

A risk free interest rate is the internal rate of return that can be obtained by investing in a financial instrument without or limited credit risk.  Normally this will relate to a short term investment in a financial instrument backed by the government.  In general the yield on 3-month treasury bills is recommended as the best instrument to use for any analysis involving risk free rates.
